USA – FCC Proposal Excluding Covered List Entities from Domestic Section 214 Blanket Authority

​The FCC issued a Notice of Proposed Rulemaking proposing to exclude entities identified on the FCC Covered List, including their affiliates and subsidiaries, from relying on blanket domestic Section 214 authority to provide domestic interstate telecommunications services. The proposal would require such entities to seek individual FCC approval, potentially subject to Executive Branch national security review, and the FCC also seeks comment on revoking existing blanket authority for Covered List entities already providing domestic services. The FCC further seeks input on related measures, including restrictions on interconnection with excluded entities, possible application to foreign-adversary-controlled entities, and whether similar limits should apply to certain unlicensed wireless operations under Part 15 rules.
