Taiwan – Mandatory Requirements for Vinyl Flooring

​The Bureau of Standards, Metrology and Inspection (BSMI) of Taiwan released a notification on October 18 regarding the mandatory inspection and testing requirements for vinyl flooring. The BSMI made a market surveillance from 2020 to 2021 and found that 56% of the tested vinyl flooring (28 out of 50) contains phthalates exceeding the limit set in the national standard (CNS 8906). Considering that the phthalates are having endocrine disrupting properties to human, BSMI decided to implement the mandatory inspection and testing for the products. On January 1, 2023, no person can sell, import or manufacture vinyl flooring in Taiwan unless the products comply with the requirements set forth in CNS 8906, including safety, chemical, labelling requirements, etc. and complete the BSMI certification. The products shall be affixed with the BSMI marking. For the chemical requirements​, the vinyl flooring shall not contain more than 0.1% (total) of the following phthalates: ​DEHP DBP BBP DINP DIDP DNOP Moreover, the products shall not contain any asbestos.
