Singapore – Prohibits Certain Chemicals Listed under the Rotterdam and Stockholm Convention

​ The National Environment Agency (“NEA”) currently regulates the following 3 chemicals as Hazardous Substances under the Environmental Protection and Management Act (“EPMA”) and Environmental Protection and Management (Hazardous Substances) Regulations (“EPM(HS) Regs”): ​​Deca-brominated diphenyl ether/Decabromodiphenyl ether (decaBDE); Pentadecafluorooctanoic acid (PFOA), its salts and PFOA-related compounds; and Perfluorohexane sulfonic acid (PFHxS), its salts and PFHxS-related compounds ​ DecaBDE and PFOA, its salts and PFOA-related compounds are currently listed in Annex A of the Stockholm Convention. As a Party to the Stockholm Convention, Singapore has prohibited the import and export of decaBDE and PFOA, its salts and PFOA-related compounds, except for specific uses as allowed for under the Stockholm Convention. With effect from October 22, 2022, decaBDE and PFOA, its salts and PFOA-related compounds will also be adopted into Annex III of the Rotterdam Convention. The import and export of these chemicals, for specific uses as allowed for under the Stockholm Convention, will be subject to the Prior Informed Consent (PIC) procedure of the Rotterdam Convention. As such, prior approval from Chemical Control and Management Department (CCMD) shall be obtained for every export of these chemicals and their products. CCMD shall also be notified of the intended export at least 1 month before the expected date of export. PFHxS, its salts and PFHxS-related compounds have been listed in Annex A of the Stockholm Convention. With effect from June 17, 2023, the manufacture, import and export of PFHxS, its salts and PFHxS-related compounds, as well as products containing these chemicals, will not be allowed in Singapore. Companies with existing stocks of the chemicals and/or their products imported before June 17, 2023 are allowed to deplete their stocks locally.
