Burundi – Ministerial Ordinance No.580/01, 2025 On Management of Radio Equipment and Terminals Connected to Public Networks

​The Ministry of Communication, Information Technology, and Media of Burundi has recently issued new Ordinance governing radio equipment and communication terminals. These measures, aimed at improving public safety and market standards, require all devices connecting to public networks to undergo approval by the ARCT (Authority for Regulation and Control of Telecommunications). The ordinance focuses on combating counterfeit and low-quality devices, ensuring consumer safety, and safeguarding network integrity. Vendors and importers must now secure ARCT certification, and inspections will target unauthorized products. Additionally, mobile operators are tasked with identifying and restricting counterfeit devices using centralized databases. The rules also stress consumer awareness, emphasizing the risks of counterfeit devices, and include data privacy protections. Exemptions are granted for temporary-use devices. These steps aim to encourage fair competition, ensure high-quality service, and protect users from health and safety risks associated with substandard equipment. By regulating the import, manufacture, and sale of telecom devices, this ordinance marks a significant step in securing Burundi’s telecommunications market and protecting citizens.
