The FCC proposed rule would revise the Audible Crawl Rule for emergency information in video programing. The current rule requires video programing providers and distributors to make non-textual visual emergency information shown during non-newscast programing accessible through a secondary audio stream. The FCC proposes that the requirement can be satisfied when: – A textual crawl provides emergency information that is duplicative of or equivalent to the non-textual visual emergency information; and – That textual crawl is also provided aurally. The proposal is intended to clarify how emergency information can be made accessible to viewers, particularly individuals who are blind or visually impaired.
