Israel – Proposed to Amend the Free Import Order in order to Implement the Minamata Convention on Mercury Products

​On January 14, 2025, the Hazardous Materials Regulations (Implementation of the Minamata Convention on Mercury) 2024, came into force. The Regulations stipulate that mercury may not be imported from a country that is not a member state except pursuant to a permit certificate from the Commissioner; and that a product containing m​​ercury specified in the first appendix to the Regulations may not be imported, except in the exceptional cases specified in the Regulations. It is proposed to amend the Free Import Order in order to implement the provisions of the regulations. Since there is a significant difference between the provisions that will apply in 2025 and the provisions that will only come into force as of 2026, it is proposed to determine the provisions of the regulations that will come into force as early as 2025 as a temporary provision, for a period of one year. In parallel with this temporary provision, it is proposed to determine a permanent amendment to the order that will come into force as of 2026.
