Effective February 6, 2023, the rules prohibit equipment authorization for telecommunications and video surveillance equipment produced by entities on the FCC’s Covered List, such as Huawei, ZTE, Hytera, Hikvision, and Dahua, unless specific conditions are met. The guidance also mandates applicants to provide certifications ensuring their equipment is not «covered» and to designate a U.S.-based agent for service of process, with strict compliance and enforcement measures for Telecommunications Certification Bodies (TCBs).
