On November 26, 2025 the Netherlands Ministry of Health, Welfare and Sport published on the Government Gazette – Regulation of the State Secretary for Health, Welfare and Sport of November 18, 2025, reference number 4274094-1090928-WJZ, amending the Commodities Act Regulation on packaging and consumer products in connection with the addition of substances to Part A of the Annex and some technical amendments. Summary as follow: Regulation (EC) No 282/2008 , on the recycling of plastics is replaced by Regulation (EU) 2022/1616, on the recycling of plastics Section 4.3 of Chapter IV – specific migration limits on various heavy metals updated: Arsenic, Cadmium, Chromium, Cobalt, Copper, Lithium compounds (total), Manganese, Vanadium Added specific migration limits on new substances: Barium, Beryllium, Iron, Mercury, Molybdenum, Thallium, Tin, Silver Section 3 of Chapter X – requirement on ‘Adipic acid dihydrazide’ [CAS 1071-93-8] is revised to become: not to be used in coatings in direct contact with acidic foods Section 12.3 of Chapter X – specific migration limit on ‘adipic acid dihydrazide’ is updated to become ≤ 5 mg/kg, while new substance ‘reaction products of propyleneimine with 1,6-diisocyanato-hexane homopolymer, blocked with butyl glycidyl ether and monomethoxy polyethylene glycol’ is added This amendment took effect on November 26, 2025, but is applied retrospectively from July 1, 2025, with respect to Table in Section 4.3 of Chapter IV of Part A of the Annex to the Commodities Act Regulation on packaging and consumer products.
