Azerbaijan – Decision No. 56/2025 on Approval of the Sanitary Norms and Rules for Materials and Products in Contact with Food Products

​Azerbaijan Food Safety Agency (AFSA) recently introduced a new regulation aimed at overseeing materials and articles that come into contact with food. Their Decision of the Board No. 56, dated May 20, 2025, approved the ‘Sanitary Standards and Rules for Materials and Articles in Contact with Food’. This new regulation is built on three key pieces of European legislation: Regulation (EC) No. 1935/2004 on general FCM requirements (consolidated as of March 2021) Commission Regulation (EC) No. 1895/2005 on certain epoxy derivatives Commission Directive 93/11/EEC on minimizing N-nitrosamines and N-nitrosatable substances in elastomer or rubber teats and soothers The requirements in Decision No. 56/2025 are listed below: Clause 3. General requirements for materials and products Clause 4. Specific requirements for active and intelligent materials and products Clause 5. Specific requirements for paper-based materials and products Table 1 – Permissible maximum content of certain substances in paper-based materials and products Clause 6. Specific requirements for metal-based materials and products Clause 7. Specific requirements for glass materials and products Table 2 – Internal pressure values for glass products Clause 8. Requirements for labeling of materials and products Clause​ 9. Restrictions on specific materials and products The Decision shall come into force on August 20, 2025.
