European Commission Regulation (EU) 2024/1328 of May 16, 2024 amending Entry 70 of Annex XVII to Regulation (EC) No 1907/2006 on siloxanes D4, D5 and D6. The new regulation amends REACH with regard to the use of octamethylcyclotetrasiloxane (D4), decamethylcyclopentasiloxane (D5) and dodecamethylcyclohexasiloxane (D6). These restrictions will be in addition to the restrictions already in place under REACH for D4 and D5 in rinse-off cosmetic products. The restriction will start applying after June 6, 2026. D4, D5, and D6 are used in various consumer and professional products, including cosmetics, dry cleaning, waxes and washing and cleaning products. This measure address the environmental risks that are associated with the use of these substances in consumer products for release to the aquatic environment and the atmosphere. Furthermore, ECHA’s Risk Assessment Committee (RAC) has identified cosmetic products as the main source of release of these substances into the environment.
